From
the Disaster Risk Reduction Management (DRRM) seminar we’ve had for our NSTP
class, I’ve learned that every community and everyone have experienced
different kinds of disasters. However, other people would recover from the
disasters faster than the others because everyone and every community have a
different capacity and weaknesses with regards to facing these challenges. To
learn more about disasters and how we should prevent and/or prepare for these
were thoroughly discussed by our NSTP instructor.
In
my understanding, while disasters occur when people have little knowledge of
how to manage the resources around them, risk is the possibility of harmful or
negative effects to arise. Vulnerabilities, on the other hand, are the
weaknesses of the community that limits their capacities from coping with the
disasters’ impacts.
In the Philippine setting, the most common disasters experienced are typhoons and fire. DRRM should be advocated more in communities, especially the small ones, because the impacts of the disasters on them are stronger as compared to those people who are well-off or the people who have the capacity to recover and rise from such impacts. Moreover, basic first aid and/or basic life support should be taught in communities for strengthening their capacities and lessening such vulnerabilities in order to lessen the impact of the disasters.
As a group, we have assessed each of our community's capacities and vulnerabilities and as to how and what could be the possible solutions to these vulnerabilities. Individually, we wrote the name of the province or the place where we came from and described among ourselves the type of community we each have. After that, we listed down the different strengths and weaknesses of our community. In the end, it all boils down to the emphasis on the need to have more knowledge about how to manage our resources, how to lessen the vulnerabilities and how to help people in need.
In the community of Bagong Silang, there are a number of projects and plans regarding disasters and mainly on how to cope with the disasters' impacts. Luckily, I was able to interview Mr. Austria, the barangay captain of the said community. He started off by saying that, with the occurrence of natural calamities and disasters every now and then, DRRM is considered to be essential in the community.
In the community of Bagong Silang, there are a number of projects and plans regarding disasters and mainly on how to cope with the disasters' impacts. Luckily, I was able to interview Mr. Austria, the barangay captain of the said community. He started off by saying that, with the occurrence of natural calamities and disasters every now and then, DRRM is considered to be essential in the community.
The
main objectives of Barangay Bagong Silang’s DRRM plan are: to save lives, to
prevent needless suffering, to protect people, and to minimize damages during
disasters and calamities. In order to accomplish these objectives, the Barangay
Disaster Coordinating Council should be able to perform its tasks and
responsibilities in accordance with the plans on DRRM. In addition to that, the baramgay's plans, so as
to prevent and prepare for disasters, all families are warned about the type of
danger that they should expect. The council also re-assess the capabilities of
the barangay.
Like
any other communities, Barangay Bagong Silang also confronts different issues
among its people. An example would be some of the citizens not following the
implemented environmental-friendly rules, even the simplest “huwag magtapon ng
basura dito”. In order for this to be resolved or lessened at least, they have
the “Tapat Mo, Linis Mo” program and other similar programs that would benefit
the people and the environment.
I think that conflicts occur in the community regarding these concerns because of the lack of advocacy and the lack of effort from the people advocating it and the people of the community. It would be best if the local government would give attention on the environment and help these barangays advocate such policies, rules and projects. Like what Mr. Austria said, "Our family is the basic unit of the society yet it is the most important factor of all". I agree with his statement, thus, it is also appropriate to have a direct conversation or have seminars inviting the families of the community in order for them to learn more about what they need to do before, during and after the disasters, and the likes.

Another factor which makes Barangay Bagong Silang different from the other communities is that, it has a high topographical area and that is why people would say, "Kapag baha na dito sa barangay namin, malamang nalunod na ang buong siyudad ng Balanga."

a member of this community, I would suggest that they keep doing what they’re
doing because they’re doing a great job in maintaining the people disciplined
and managing the whole community. Although, I would just like to have more
tree-planting programs around the community and perhaps, stop concretizing the
lands that are meant for plants and trees.
